Specification: SCADA Plant Monitoring System (SCADA/PMS)- (Rev-13h) 1. General The Superviosory Control and Data Acquisition Plant Monitoring System (SCADA/PMS) operates as a stand-alone, autonomous system, monitoring sensors, displaying data, outputting controls, activating alarms and logging information to facilitate and optimize the plant processes and on-going operations. It shall be capable of polling, transmitting and receiving data, both analog and digital, at high rates of speed, using secure
digitizing protocols and error avoidance methods. The SCADA/PMS shall be capable of remote interrogation and re-configuration, while providing access for remote viewing and control of screens, logs and files -- via twisted pair hard wires, phone line, radio, Internet and/or LAN network -- all with multi-level password security. 2. SCADA/PMS central station -- The SCADA/PMS central station shall include a multitasking computer with a hard drive, a floppy disk drive and a CD-ROM drive, along with a keyboard and mouse, a 17" (or larger) color monitor, a sound card, a color printer and a compatible fax/data modem. A telemetry driver with power supply shall interface between the computer and the data communications bus. An Ethernet LAN network card shall be included enabling network connections to any
LAN hub. The central station shall be powered from an OWNER supplied 110-120VAC, 10A mains connection with at backup security provisions. 3. Computer cabinet -- The SCADA/PMS computer, monitor and communication driver shall be installed in a 26"W x 24"D x 63"H lockable, free standing, welded-
steel cabinet having a clear plastic hinged door for easy viewing of the monitor screen. The cabinet shall include a positive pressure ventilation fan, intake air filter, a magnetically shielded loudspeaker, an RJ-11 phone line jack, a 6-ft input power cord, an internally mounted quad-outlet AC power box, and roll around casters. The air filter(s) shall be readily changeable as needed. A drawer shall be provided to house the keyboard, having roller glides for ease of use. The access door(s) and drawer(s) shall be key lockable. The cabinet shall be finished with durable black satin/textured paint.4. SCADA/PMS features and operation --a) The main computer -- The SCADA/PMS computer shall run true (native) 32-bit multi-tasking
monitoring software under a Windows-2000 or higher operating system. Real-time monitoring software shall include a polling function; a 3-D graphics user interface with screen customizing tools; on-line screen configuration capability with a setup tool bar; selectable data and alarm logging; graphic control/alarm setup utilities and toolbar; pre-configured status and diagnostics screens; and a provision for safe auto-shutdown on loss of mains power and subsequent depletion of the UPS battery and with automatic reboot to full operation on return of mains power. System shall communicate to field I/O modules at selectable baud rates over a twisted pair cable for a distance of at least five miles without the need for in-line repeaters. Optical isolated repeaters and splitters shall be available for extending distances and for handling major branching of the data bus. System I/O capacity shall be expandable to at least 253 field I/O card addresses, encompassing as many as 1012 analog sensors, 1012 digital contact inputs, 503 analog outputs and/or 1012 on/off control outputs. Action thresholds shall be configurable on a sensor by sensor basis while "on-line"and without interfering with on-going monitoring and control functions. Any number of action and alarm thresholds shall be settable using graphic click and drag utilities, for activating any or all of the outputs from any or multiple analog thresholds or digital input conditions.
A means to restrict alarm and controls to one or more confirming sensor alarm threshold crossings shall be standard. A numerical "communication reliability" index shall be generated, and shall be usable in the same manner as any analog sensor signal, using preset thresholds for activating alarms and controls. Sensor and digital status parameters causing alarm or control actions shall be shown graphically in real time, with the active control path highlighted in red for easy alarm source recognition.
Alarm suppression, time delays, hysteresis, auto or manual alarm return, and logging modes shall be selectable for each threshold setup, as well as for statistical communication reliability, all using simple menu prompted setup options. The communication system shall incorporate a watchdog timer to automatically close a security relay to notify management on loss of communications in excess of (selectable) 1-5
minutes. The communication system shall be fast operating, having sensor data updates and control executions not exceeding 500ms when system is normally loaded in a typical operational configuration. A security feature shall permit use of as many as 26 level- and function-specific passwords to secure the various setup, viewing, print and other system operations (screen viewing and setup, alarm, control, print, cut/paste, change, load/save, log, etc.) or any other normal menu functions. A utility shall be included to easily backup the system configuration and log files to floppy disks or to a ZIP drive. Initial setup and subsequent reconfigurations shall be possible anytime without interrupting ongoing monitoring, alarming and logging functions. Sensor alarm and/or service advisories shall be indicated on the screen in distinctive red or orange color. Fully automatic,
unattended sensor calibration shall be an available option, see below. Time delays, event sequencing, calendar overrides and other time related programming functions shall be easy to setup and modify without interrupting ongoing monitoring/control processes. b) Remote computer workstations -- The SCADA/PMS shall include software for multi-clientinternet links via OWNER's existing LAN hub (if >
